Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from multiple capitals. Considerable effort is allocated on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats flew past – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely supplied through partner states. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in many homes as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that regional partners are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, certainly, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not change more in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but averting a total frontline collapse until conditions improve in its favour.
Current Realities
Objectively, there are no real preconditions for a armistice. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
